Scene set in Switzerland in the 40s, the car plays the role of an English car.

Looks Volkswagen-based to me - the front fenders and the curve of the roof behind the rear doors look very Beetle-esque. I'm curious as to who built this, if it's a one-off or a kit.

The bonnet and front end show many features of Jaguars MKI, MKII and S-Type sedans. But the wings, headlamps are all wrong, the bumper looks like it came from an old Jag, but the grille looks more like it came from a modern S-type. The wheels are tiny and the car has sort of a fastback shape to it too. It's not a Jaguar. It looks to me like a mishmash of bits and pieces. It was probably created especially for the movie.

To long to be VW based it looks like a mix between a Jaguar a VW bug and an Austin fx4.

Froim their shapes, the windscreen and front door glasses appear to be Jaguar Mark II. So I would say based on Mark II up to the B pillar.

Its not guaranteed to be Made for movie, I also don't see why it cant be a slightly modified Mitsuoka Viewt http://upload.wikimedia.org/wikipedia/commons/f/fa/Mitsuoka_Viewt_011.JPG in fact I think it could very well be one, only with a modified rear end and VW fenders, it also seems somewhat likely considering were it was filmed.

Unlikely.
But not especially made for movie. Maybe a one-of or some other custom thing.

There have been a few VW Bugs custom designed with 4 doors, compare Link to "vbklub.net" could it be one with a Jaguar grill, hood, and bumper?

The same car crops up in the Korean television drama "Ireland", which is about a young woman who returns to Korea after the Irish family who adopted her are gunned down in broad daylight by gangster/terrorists who sound like Americans trying to put on an Irish accent. Skip to about 11 minutes in and cringe. :)

"Ireland" was made in 2004, so this car definitely was not made for "Dachimawa Lee" and probably wasn't made for the drama either.
