Which Fleetwood model? The windscreen looks like the one used on the Fleetwood 75.

That would be correct. They kept the '59 style windshields for the early and mid 60's series 75's.

A question to one of you older car buffs: Were these Series 75's available for anyone to buy and use as regular transportation, back when they were new, or just limo/livery services???

Since they appear in the NADA Official Used Car Guide, I assume they were available to the public.
It should also be made clear that 1965 Cadillac Series 75 cars retained '64 styling but used '65 wheel covers.
This car could possibly be a 1965.

That would be awesome to buy a Series 75 and use it as a regular car. I think the '59's and '60's are crazy looking. Probably only get like 4 miles to the gallon though, lol.

1964 or 1965 Fleetwood 75 for sure.
