Could be a 1976+ Plymouth Fury too. If it was a Monaco, it would be a 1977-78 model.

The tan car is an 1974-1977 AMC Ambassador, the blue car on the left is a 1969-1972 Chevy Nova, and the cop car on the right is a 1975-1978 Dodge/Plymouth Coronet/Monaco/Fury (really hard to tell from that shot). I can't tell what the other two on the left are though...

I think you mean 1974 AMC Matador, not Ambassador.
The Ambassador had a different grille.
(BTW, this is a 1974, particularly)

hmmm.... since this movie is filmed in LA, i think that the police car is an original LAPD cruiser, due to the sirene and lights, so that would either be a 1975/-1978 Plymouth Fury.

The big ugly gray building in the background is the Los Angeles Central Arraignment Court building, on the corner of Vignes and Bauchet just northeast of Downtown L.A. It still looks pretty much the same today, aside from a generic plaque added to the central column labeling the building. It's conveniently located across the street from Los Angeles County Sheriff Men's Central Jail.

I'm going to throw my hat in and say that this is a 1977+ Plymouth Fury like Taxiguy said, mainly because:
1) Since it's just listed as a "background car", chances are this was an actual LAPD police cruiser that was either stationed as a traffic car, or a random cruiser parked nearby.
2) The LAPD never used the Monacos in their fleet, but did use the Fury for a time, this one even has the period correct light-bar arrangement before they started using the Federal Signal AeroDynic lightbars the year following in 1979.
3) The rear taillights have a much plainer appearance akin to a Plymouth Fury rather than the horizontal pattern Dodge Monaco:
