The lightbars are French (note the orange lights) and the number plates are made with a French font, so I suspect that this scene was filmed in France. The cars could easily be Lada-badged models obtained in France.

So the make will be Lada in such case. It also explains the grill of the second one I think. They had there some "strange versions" with many additional plastics and different front end /vehicle_121462-Lada-Samara-2109.html (I know everything is visible on this pic, but not frond end.)

The first 2109 seems to be a "standard" one, made in Russia for internal and CIS market.
Number plates are those of Ukraine's militia, but I've never met such car decals (maybe, they are used in some regions only).
