Wikipedia says: Quote Trim levels included base, C, CL and GL and initially a range-topping Carat model (until 1985), later a GT (in 1987) version was also on offer...In Japan the range consisted of catalysed Ci/CLi/GLi models all sharing the same 1.6 or later 1.8 liter fuel-injected I4 engines. http://en.wikipedia.org/wiki/Volkswagen_Golf_Mk2#Models The fact that all Japanese models had the same fuel-injection engine with catalytic converter suggests that this might have been necessary to meet Japanese emissions standards. If so, left hand drive Golfs sold in Japan would have to be made to the same Japan-only trim levels.
