Several Chinese companies make more or less exact clones of the Hiace. The Jinbei Qinwu looks exactly like the Hiace Super Wagon, as does the BAE Haishi (if the ones on the site are correctly identified).

Since this is in China, it's more likely to be a Jinbei, BAW or other Hiace clone than a genuine Toyota.

There are at least ten factories making Hiace clones in China. Here's what I've found so far:

As Gag said it is most probably a Jinbei (Brilliance), BAW or Foton. I believe Jinbei is the most popular one.
