I don't think they were mandatory in GB. They were allowed in France, in Holland and I guess in most European countries in the 60s. (My parents Hillman Super Minx had them, and our Renault Dauphine, that we bought in France, as well).

True, Renaults 16 was available with a steel sliding roof (at least on the TL and up). This will be some aftermarket fabric opening roof.

Until fairly recently no kind of exterior mirrors were obligatory in GB on private cars AFAIK. I never saw the point of fender-mounted mirrors anyway; you could hardly see anything in them. I fitted (clip-on) door mirrors on my 1960 A40 long before they became common.
Re fabric sunroofs: British firm Webasto, for one, would fit them to virtually any saloon.

Since the mid-1960s the only requirement for UK cars were for estates/wagons or similar cars where the load area could obscure the rear-view mirror (so hatchbacks were involved later) an external off-side mirror was obligatory. (Either wing or door mounted). By the early 1980s the size and design of mirrors was regulated.
