I forgot about the rims. I think you are right, and that's the evidence we are looking for. I did some searching in Goolge Pics and found out that most of the E5s are using this rims, while they never shows on Suruis

While overall, the percentage of police vehicles that are electric may not be as high as in cabs and buses, it is not surprising that police officers, who are government departments, use electric vehicles given the Chinese government's policy of supporting electric vehicles. Shenzhen, for example, has been using BYD E6s as cabs and police vehicles since 2011. It's not hard to find similar cases.

Besides, as love krittaya mentioned, the rims fit E5 quite well. I can't find a Surui with that rims.This is a relatively reliable piece of evidence. While we can't make a more confident judgment until more images are discovered, I think it's more likely that the vehicle shown in the picture is an E5.
