That is a ZIS-5 truck, a very adaptable flatbed truck that was mass-produced by the Soviet Union from the mid-1930s to the mid-1950s. However, that specific variant does not appear to resemble anything I have ever seen or looked up, so I can only assume that it may be something that Jatkosota created for themselves to use as a mobile observation post.
