The London scenes all look to be stock footage so earlier than the actual film by some months or more likely years. Not 100% certain from the picture but as the movie was first shown in April 1968 the 1968 changes look unlikely. Doctor Zhivago also re-released 1971 from an internet search - did it run in London until late 1973?
