Ford Ranger
sad that the Dodge Raider ( or its Mitsubishi friend if this part wasn't filmed in Canada ) is obstructed because it is way more rare than a Ranger ( at least on this side of the border )

This scene was filmed in Canada, since you can see a Montreal streetlight later: /vehicle_1005321-Ford-Crown-Victoria-1995.html

The building behind the fake hospital facade is 107 South 5th Street Richmond Virginia.

i don't know if they change the signs when they make a movie but the parking sign is wrong for a Montreal one

I think they used both US and Canada locations. The scene where the "Jackal" talks to the two cops in the Crown Victoria is set in the opposite direction of this shot, and can indeed be filmed in Canada, while this scene was filmed in Virginia. Don't forget that these Hollywood movies are multi-million dollar productions, a scene like this can take several weeks, and filming in different locations is quite possible.
