 Is that an early Volkswagen Passat ?

 Yes. As it seems to have plastic edges on the bumper, from the 2nd year, 1975. Then it's also a Hatchback and not a Sedan any more.
Otherwise: all early Passat's in white, I can remember, were 1974-models...
