Gaydon/BMM cars are sometimes available for film/TV/media hire. Or anyone can make up the plate and stick it on the back of a random black P5B, and in this sort of view, no-one will ever know. However I'm slightly sceptical because the plate is stuck across the plate panel - for a real ministerial car I'd expect a full panel plate.

I never knew that! For a car stored in such a notable place I could only find one rear view of PRK315K and it doesn't appear to have the 'long' plates, though that's definitely not enough evidence to categorically state it's the same car. We also don't see it in the film from another exterior view which doesn't help matters

I guess any external appearances would be static or very gentle driving for the cameras - nothing risky. Gaydon exhibits sometimes turn up at shows or festivals.

Interesting you've found a rear view, which surprises me as only a strip plate. But it seems to have cream/beige upholstery instead of apparently grey in the film capture and massive headrests not seen above. So question whether same actual car still open.
