This Buick looks pretty straight.
And like the Electra, the neighborhood doesn't look so much rough as old.
No litter. No junk cars.
House in background looks well cared for.

This appears to be a drug decoy operation, where undercover officers go to areas of high-drug trafficking to catch buyers. These things typically only occur in the rough parts of town. Often, the drug activity is the reason the neighborhood gets bad. People searching for drugs or prostitutes go to the "skid row" sections of town and thats where police set up decoy ops.
Ive seen a lot of neighborhoods that look good at first glance, but have been overrun with illicit activity and have more crime than many realize. The vegetation seems to indicate that this may be in Florida. Many areas in Florida dont have a lot of littered streets or junk cars, and no boarded or burned houses, but very high levels of drug and gang activity that arent immediately evident.

This was indeed a drug sting episode from 2002
