Anything that has been untaxed since before 1979/80 is unlisted in any database so not necessarily a fake plate.

Glass's only gives TOA with H or N. H is a Coles Hydra (crane?), no trace of N.

So it does, well spotted! :)

From http://www.cmsnl.com/ss50z-england_model14539/info/ :

Quote Learner licensing rules in most of Europe allowed 16 year olds, and in some countries 14 year olds, to ride 50cc ‘Motorised bicycles’. So long as they had pedals anything went, and this SS50 with five speed box and in some countries, a 6.2ps engine was developed to take full advantage.

This was in essence a regular Honda SS50 sports with the legal requirement of pedals, one of which folded back to make perfectly acceptable correctly positioned footrests.
The regular SS50’s were still being produced as regular motorcycles, but it is the ‘Moped’ type that command the highest collector prices, with the five speed box of course

I can just about see the pedals.
