And plastic (unpainted black recycling plastic...) was seen as more practical, because little damages didn't cause visible dents and scratches like on chrome bumpers. For some people (like me) it made the cars ugly and uninteresting. I've lost my interest for actual cars in that years due the plastic bumpers.

I don't think all cars were completely spoiled by plastic bumpers, but I think the best example of a chrome bumper looking better than a plastic one was the Rolls-Royce Silver Shadow (the bumper was the only noticeable change to the exterior design).
