It has resemblance to a Saurer.

Looks like our old friend the FAP 13/18 (made under licence from Saurer):

This film was made in Yugoslavia, so it will be an FAP rather than an original Saurer.

There is no FAP 13/18 model, there are FAP 13 destignated from 1975 as FAP 1314, and FAP 18, destignated from 1975 as FAP 1820. This is FAP 1314 SK/A, military truck version of FAP 1314 known for its cab which is license from Saurer. You should change all trucks marked as FAP 13/18 in to FAP 1314.
