I don't think so. I can see the paint over the cowl insignia, and it says "Bel Air." I had to check to make sure they made Bel Air wagons in 1974, and not only did I find out that they did, but they made them well into 1975.

But the Bel-Airs didn't have a body-side strip like this one has, that was a feature for only Impalas and Caprices

There is one thing that this one seems to have the aftermarket trim strip. It does not match to known Impala trim design. Besides the Bel Air script on the fender is bolted with holes instead of adhesive.

My vote goes to 1974 Chevrolet Bel Air.

Compare the Impala series at /vehicle_25082-Chevrolet-Impala-1974.html that has trim around the wheel well and the mid-line trim design.

This page does not have the wheel well trim...

Ahem, there is no bright trim at the door windows frame and absence of the trim at the rocker panel.
