Well, just by looking at the wheels, I couldn't confirm for sure. It could also be a 9C6 (taxi package Impala), although to be fair, if you see these wheels on an Impala, it more likely than not will be a 9C1. However, the driver's side spotlight pretty much gives it away that this is an old police unit.

I originally thought this was an authentic taxi. The taxi model, by this 2000 brochure, states the left hand side light was optional on the taxi: code 7X6. Standard equipment for 9C6 models are 'bolt on steel wheel center caps' which are seen above. 9C6 used center caps & the left spot lamp just as the 9C1.

Edit: Just found out 9C6 had black door handles and black mirrors. 9C1, base, LS, & SS have body colored mirrors & door handles. Reverting back to 9C1.
