It is a St.Regis with the covers removed or disabled.(Most police depts did this,this was probably an Ex-Police unit..CHP??) Plate sort of looks like New Jersey???

Yes "The A Team" was filmed in California, but they changed the license plates to the correct state where it was supposed they were filming.

This makes it easy for the region to double for many other parts of the U.S. A show such as "Criminal Minds" has stories set all over the U.S. but probably films much of their show in SoCal.
