you probably know better but I thought that FCs had a chrome strip on top of the rear fender, how can you tell the difference

An FC Special has the chrome strip you mention. An FC Standard would not. This one looks like an FC Special from which the chrome strip has been removed.

I also think this is an FC because of the length of front grille that extends towards the front wheel. The FE grille didn't have this.

Another FC aspect is the two tone paint scheme which looks original.

Definitely fc, fc's had an eggcrate grille, whilst fe's had a really daggy looking mesh unit.

I think it's the same one, because of the missing fenders and the fact that it's burned, it's a scene before the car was burned, I guess they mixed them up and it looks like this.
