Because the 9C1 was only available on the Impala from 1977 to 1980. In 1981, it was changed to F41. The 9C1 didn't reappear until 1986, when the restyled Caprice was issued.

Snookie, I am hoping to learn something here on 9C1's. You are saying GM dropped the RPO (SEO) 9C1 from 1981-85 B body and government agencys had to settle for the lesser RPO F41 option (which has been around for many years). And then in 1986 9C1 was again offered?

Yes. The years are off on the Impala.

Caprice 9C1: 1986-1990
Impala 9C1: 1977-1980
Impala F41: 1981-1985

In addition to the B body 9C1 years you listed, the Impala w/F41 until model dropped and Caprice w/F41 were always available in both 2 & 4 door. Thanks.
