It is a Packard Eight eight passenger sedan or limousine on the 148 inch wheelbase of the end thirties but too blurred to make up series.Could be a 16th series model 1620 of 1938

I just stumbled about this one. 16th and 17th series are indistinguishable from this angle. Major difference is that 16th series grille bars are full chrome, and 17th series have a chromed and a painted one interchanging. 1620 seems a typo; 1601, 1601A, and 1602 are Eights (designation only in 1938; normalyy, it is called a One Twenty)

Anyway, because of the narrow grille and the standing headlights (not yet sunken in fenders), my guess is 1940 18th series, most likely a Super Eight One-Sixty Touring Sedan or - Limo (1805) on the 138 inch chassis like this one:
