Same format plates, but independent issuing system so not dateable in the same way as UK. |

They seem to use the same font, but a different letters/numbers system. |

Anyway, I'm pretty sure that this scene was filmed in the UK. IIRC there wasn't any location filming in Hong Kong, just a rather obvious visual effects shot of Bond looking at the central Hong Kong skyline from the opposite shore. |
