Is this petrol or diesel? I'm trying to work out the model

Taxis usually preferred Diesel as that option was more kind to the wallet (albeit higher initial cost, the better fuel consumption paid off in the long run).
It has the redesigned doors (September 1989 until 1993) with a bit of plastic covering the lower part. That was called 'Sacco shields' after Mercedes head of design Bruno Sacco (1933-2024).

Models possible: 200 D, 250 D and 300 D.

200 D from no side indicator

The side indicators' absence/presence depends of market, not the engine version.

200d or 250d from no chrome decals (Like a window outline)
200D is 142.3 cm/56 in tall, 250D is 142.8/56.2 according to automobile-catalog.com

Now it's down to 2...

Does anyone have any pics of Jodie Foster next to it so I can work out the height?

Seriously, @Error101lol?

If a real german taxi, judging by the color (Leipzig location? 10-15 years old, fully conceivable, some have run well over a million kilometres) then probably a 200D by all means
