It is a Lincoln from 1956 but not a Continental.It could be either a Premiere Model 73 B 4 door sedan sedan or the somewhat cheaper Capri Model 73 A 4 door sedan.With the exception of slightly different hubcap centers and rear fender medallions ( difficult to distinguish on tnis car at speed )they were identical from the outside.The Capri cost about $400 less.Both models were powered by the 368 cubic inches displacement engine of 285 horsepower.This police operated version had still the single red flash light and the roof siren of the period and was mounted on plain black tires.

You're right, the Lincolns are to expensive cars to be used by police as radiocars.
