It's no PAZ. It's some bus on chassis of GAZ 51...number desugnation can be right,but make is not a PAZ |

After some research: PAZ 651 really was based on GAZ 51 http://www.autogallery.org.ru/k/p/paz651og.jpg ,but there was also GZA 651 by "Gorkovsky Zavod Avtobusov" (Gorky Bus Plant) http://www.mccme.ru/~kondr/museum/museum06.html If you can determine,what is IT...twice respect!
