I think it's a tandem roller/compactor (construction equipment) rather than a sweeper. There should probably be a hatch over that opening but it's lost. Huber, Galion, Buffalo Springfield, Essick, Austin-Western... This 1963 Huber has a lot of details that seem to match: https://www.ebay.com/itm/355763623379 The location of the latches for the absent hatch match, the seam between the curved and flat sections, the protruding piece on the side, and the dots (rivets? holes?) in the lower corners of the curved section.
