LTI TX4?? Either they’re fake or they were transferred. The latter is extremely unlikely, but it is possible (though I’ve only seen it happen once or twice with some abandoned cars). I know there are websites where you can purchase “rare” plates to register your vehicle on for like £50. Although in this case I’d imagine the plates are just fake and coincidentally was in the DVLA under an existing LEVC.
