It looks to me an Arrow car of the Rootes group (Hillman Hunter ot late Minx, Singer Vogue or Gazelle; Humber Sceptre, Paykan)

Minx grille, has sidemarker so 68+. Dash and steering wheel are different from late 60s UK Hunter/Minx which had strip speedo. Could be 1970 revamp (when Minx became Hunter DL in UK) and Minx/round light grille replaced by rectangular lights, but if these were not permitted in CDN, maybe they stayed with first format.
