Not to me. Look at the wiper pattern. On full-size Buicks, the wipers were arranged in a traditional clap-hand pattern, whereas on the compact Special, the wipers were arranged in a tandem pattern, as seen on subject car. Also, the 12-slotted vents on the hood near the windshield were only on the Special, also pay attention to the bumper edges and the lack of the prominent 'fin' hood ornament as seen on the full-size Buicks.
