i don't think there was a convertible one in those years ( except the Allanté )

i could be wrong but i think its an older one with some plastic surgery

In Texas they call this style of custom car 'Slab'.

from what i found online, as long as the car is less ( or equal ) than 8 feet wide its ok ( found for Texas )

but those ones... except maybe ( and i say maybe ) the CTS, if they don't get over 8 feet they are incredibly close

I believe the cars are called Slabs (as in slab-sided GM models) while the wheels are called "Swangas" or "Texas Wire Wheels". The 1990-92 Brougham front end is a popular customization to many models, I've seen it on Eldorados, Rivieras, Ninety-Eights, Cutlass Supremes, even a Town Car, which sounds like blasphemy.

EDIT - Just read where SLAB stands for Slow, Low and Bangin'.

Are they legal? The one site I was looking at last night says that they are legal. There is no law that prohibits protruding wheels in Texas.

I'm not even from the US, but understand - which is why I believe it's not a question of origin, but a matter of one's mindset! Looks like these people put a lot of effort in building this car: It's a genuine Hess & Eisenhardt Le Cabriolet, transformed into a 1990+ version and customized in Slab style. In any case, the dude behind the wheel appears to like what he's driving, so we may have a winner here.

The "Swangas" are 30 spoke Starwire wheels that were originally built by Weld Wheels. There is currently a Lawsuit by Cragar/Truespoke of the wheels https://www.facebook.com/share/p/16E4aQKzGn/

Plus the "Slab Culture" borrows the style from the 1970s and 60s Pimpmobiles, including the "Superfly" vehicles.
