"Herrmann" was my suspicion at first sight - confirmed! This is actually a 1967 L 408, converted as a one-off by Herrmann Karosseriewerk GmbH of Hamburg-Wandsbek. The final municipal funeral vehicle in Hamburg - from 1972 funeral homes were entrusted with these tasks.
