Nope, we have no laws at all regarding emissions (as long as the engine complies with Euro V standards). The smaller engines are only offered so that they can sell it for a lower price. Also, because our Hondas come from Thailand, we're limited by what their factory makes - 2WD models were only available with the 2.0L engine, while 4WD/AWD models came with the 2.4L.
