 Indeed, it is one of these direct-to-video, made-in-east-europe, cliché-action-movie, featuring-wesley-snipes, with-car-action movies, like 7 seconds and The Detonator, to cite only two.
Unfortunately, this one is really less good as the two others, mostly because it has less car action: just a small chase with an old London taxi :/
Note that they carefully placed UK plates on LHD cars, including some Opel.

It looks as if they only brought one right hand drive car to Bulgaria -- the taxi.

Edit: or maybe not... they may have joined scenes made in UK with scenes made in Bulgaria, cf comments on Mazda 323F page.

 I actually quite liked this movie... It was quite amusing when they switched from the UK to Bulgaria half way through the chase.

A recent action movie set in the UK (albeit a bit of a not so good, high budget one) is something of a novelty.
