 I use to watch the TV-Series, though I think they toned it down because of younger viewers.

Technically the U.S. show was based on a series of horror comics published in the 1950s. I'm not sure if the British film was linked to that or if it just used the same title. The latter would be oddly coincidental, considering they're both horror anthologies.

15 years late but yes, this movie was based on the same comic books the TV show was. In fact, two stories adapted for this movie, "And All Through The House" and "Blind Alleys", were later adapted for the HBO TV show, though "Blind Alleys" was renamed to "Revenge Is Nuts".
