 It's not broken, it's a directional light integrated in the fog lights: when you turn under 30 km/h with lights on, it gets activated for illuminate better the angle of turn. It's on many modern cars and works in the same way when you activate a side indicator

 similar thing here with some vehicles ( Chrysler , Kia, Mercedes among some of them ) with the DRL being deactivated on the side that you activate the turn signal and DRL illuminates back when the turn signal stops working . Probably to give a better view of the turn signal..... when people think of using them... :D
