Looks like a Morris-Commercial LC3. However the film must have been shot in the mid or late 1930s.

It intends to show the introduction, because of safety, of the three-lane highway where the centre-lane was used for overtaking in both directions. These have I think been completely eliminated on safety grounds in the UK.
