That's a bit of a mongrel, pre-unit Triumph motor in what looks like a BSA 500/Gold star single frame and forks from a TR7/T140 Tiger/Bonneville.

Suppose as UK bikes registered on frame no. it would be registered as a BSA.

Plate looks like RHX/RHK with 130/13D/180/18D/190/19D or similar. The only match I can find is RHK 18D - a Raleigh 50cc.....

How do you look up a vehicle unless it's taxed or MOT'd?

DVLA doesn't limit itself to current tax/MOT, but you need to know the make it's entered with, which sometimes is not the same wording as we'd normally use. So try a site which just needs the plate - there are lots of them. http://www.cartell.ie is my current favourite, and https://www.autocheck.co.uk is quite good as well. Sometimes ghost traces for stuff which has dropped off DVLA can be found from eg www.webuyanycar.com and http://www.theaa.com/car-insurance/ . http://www.ukvehicle.com can be useful if something's been re-registered.
