Yes, the word "學" means "Learn".
This Morris is for the learners of driving car.

A van, Toyota Hiace.
In Hong Kong, if you learn driving, it's better to get the license of vans or light trucks.
This is because if you get the license of private cars, you can drive private cars only.
But if you get the license of vans or light trucks, you can drive not only private cars, but also vans and light trucks.
Of course, if you want to obtain the license of special vehicles, like taxis & buses & heavy trucks, you have to own the license of driving vans or light trucks first.

Normally Hong Kong drivers tends to choose to learn driving vans and light trucks, for their needs of finding jobs.
And private cars are relatively not common in Hong Kong, so very few people choose license of private cars.

Partly, after the difficult Ford Prefect [100E]. The driving school had a Minor 1000 which I liked so much I insisted my mother bought one. I eventually passed my test on it; I think it must have been one of the easiest cars for a novice to drive.
