It's probably a 1996 model. Seeing as how 1997 was the first year that the NYPD ordered the CV as their regular patrol vehicle in a mass quantity and it was also the first year that the white paint scheme came as standard, I'm sure the production would have tried to make this one look like it's real life counterpart if it was a 1997. Of course, that's just me speculating.

These are all actually 1993-1994 models, even the main one above as they all bear the same unit and precinct number, I'm not sure why it was ever listed as a 1996 model anyways, it first appeared in episodes during the 1994-1995 season (Season 5) along with the new unmarked 1993-1994 Crown Victoria, this car is also a P71, civilian base models used different side trim and didn't have painted pillars, this car has the very basic P71 side trim and painted pillars, it's therefore a "1993 Ford Crown Victoria [P71] Interceptor Police Package"

Judging by all the pictures it's a 1993-1994 model, it first appeared in the 1994-1995 Season as well so it couldn't be a 1996 model anyways, I'd say it's likely a 1994 since that's when it first appeared on the series and was likely a brand new car at the time, but since that can't be proved unless we knew the exact information on the car, I'd go with "1993 Ford Crown Victoria [P71] Interceptor Police Package" proof of it being a real police package would be the following: 1990-1997 issued Ford Police Steelie rims and dog hubcaps, a civilian model rim lip doesn't fit this hubcap, painted pillars which civilian models don't have, and dual exhausts which civilian models also don't have, and the Police Package exclusive side trim, even civilian base models use a different shaped side trim.
