Out of curiosity I googled Stephens Coal and found this - Link to "query.nytimes.com" - doesn't seem to be dated though. I found several other references as well - seems that Stephens was a big operation in New York.

I'm leaning towards a White 3000. It's not square enough to be a Mack D, and definitley not an Autocar from the 1930's.

It is too much flat-fronted to be a White 3000 and the windows are different. Unless White did another small cabover model before the 3000. I notice it has curved windows at the rear of the cab so I think would date from post WW2.
