I guess bus in centre the only thing which can be ID'd??

Is this London area, the bus looks very AEC NS, but location could be a killer.

Compare and contrast...... /vehicle_965512-AEC-NS-Type-1926.html

The two buses at the front are AEC STLs, more or less confirming that it’s London Transport or likely the forerunners of LT vehicles we see.

The car between the buses looks like a small Yank, Essex or something?

No that's not an Essex (unless it's got British bodywork) The car is too small for ID.

No clue given to what/when, unless it's somehow Buck Pal in the distance and the road is The Mall. There seem to be some posh hats, so not a depression march.

Possibly the Thames Embankment or the end of one of London's bridges by the lamp and low wall on the left?

On the subject of Arcadia, can I recommend a story?

“Pipes in Arcady” by Sir Arthur Quiller-Couch. Available f-o-c on the interweb, and a very amusing read.
