It looks like Zastava 750, it has its ~1981 bumpers and also the base of rear lights with straight top is more Zastavish. I think Italian made Fiats 600 D never had it in this shape.

Mistake: Italian 600 D were in this shape between November 1965 and late 1969 (some sourches, now a minoroty say untill May 1970). Aftethat it was discontinued and no more avilable in Italy but marketed in different countries in the versions built in Spain, Yugoslavia and Argentina.

@electra225, I meant not general shape of car, but shape of the silver base of rear lights. This might be tricky and can depend on pic's angle, but I think Zastava modified them later in such way, that the top of silver part and top of rear lamp were more in on line and seems both these parts became also a little more angular.

Examples
Late Zastavas:

Quite late Italian made Fiats from 1968:

Wikipedia says Eltramco built Seat 600s. Is there any chance this could be one?
