It seems to have big headlights as the 1969 series, but rear is as earlier series..strange! :think:

It´s probably not a US-spec car. It´s more likely being equipped with larger headlights and extra lights incorporated with the front to get better lights since it´s a rally car.
The original headlights on these cars are small and they doesn´t provide much light either.

Well, they couldn´t let VW take all the customers without competition. There was a market for them.

It has a UK number plate and a UK tax disc in the window, as do the other Rally cars in the episode. With the tax disc in that postion (kerb side), which is the legal requirement for UK vehicles, it is most likely a right-hand-drive car. It has amber turn indicators. So surely it's UK rally footage?

If it had been a crashed rally car, the front could have been rebuilt with the later panels.

Wiper position indicate it is a RHD car.

Anyway, back-up lights, Headlight and bumper guard (just under the headlight) are at the USA mode

It resembles the US-model up front, but comparing to this, http://mclellansautomotive.com/photos/B33404.jpg , it doesn´t quite match. On the US-model there´s no space left between the headlight and the bumperguard. On this one the square original turnsignal is still on it´s place, but the "grille" is gone and replaced by, it looks like it anyway, two extra lights incorporated in the front. And I guess that the reason for moving out the bumperguards was to give space between the lights for three horns.

This one sure is a puzzler, but here are my guesses:
It is probably a Britain specs car because it has RHD.
It also has the normal (non-USA) front panel and two-color taillights.
Why does it have large, 7" headlights? Probably a rebuild using second series parts, as was thougbt in an earlier comment. That would explain the bumper guards, too!
The back-up lights would have certainly not been there on a US specs car, they would have been in the license plate indentation, where there was space due to our smaller plates.

This is genuine Pathe footage from 1964 RAC Rally - https://youtu.be/C8CltMk0kZo?t=172 - car #58, Tony Fisher/G. Marrs - result unknown. Looks GL side trim - introduced UK sept 63; reversing lights would be owner-fitted.
