there is also no FENDERS around the wheels and there are NO tractor tyres either like your own link suggests to be !!
those wheels and tires would never ever really work on a grader

like this vintage tractor based graders had like this

and no driver compartment or steering wheel visible either so all in all this looks like a generator trailer !!
