Citsa ZANo, it looks to be a '60's Fiat (or what were they called in France again?)Could be a 640. Nose design and the inverted quadrangle shape of the headlights is a dead give-away for these Fiats.
Same's construction was always unique with a low centre of gravity, resulting in a lower than normal tractor for the power bracket.
