993cc VAGTV in NA came after 1981 so in 1979 this is either 1975 Alfetta GT or 1978 Sprint Veloce. 1978s had new federal bumpers but not sure if these are present here however I think I see "Alfetta GT" badge on right side. 116.29 code is for cars outside California. If this is a Californian plate/car than it would be 116.15. edit: seems we're in LA so 116.15
