It's quite possibly the only Grand Marquis that exists in Australia.

Do you have any idea what trim level it is?

Edit: it is a GS. No rear headrests.

Actually many bus/bodywork manufacturers do offer 2 piece windscreen if it is the operator's preference, or the operator could have changed it to a 2 piece windscreen.

Hmm, this bus is silver, not white, but I'm fairly certain that it is in fact a BCI.

@kegare - the bus in the photo is not exactly the same as this one. Look at the wipers for one, and the shape of the glass next to the passenger door.

EDIT: it seems this is an Australian bus maker with a factory in China, so we should list the country of origin as Australia.
