I'm sure it is Split, also judging by the other cars from this shot (2 Zastavas) it is Yugoslavia. This model of VAZ was named there in sales materials "Lada 2103 SL" and sometimes even just "Lada SL" (if it is not e.g. Hungarian tourist - similar reg. plate).

Unlikely, as this movie was filmed in the COMECON (where exactly?), where no modern Western repilca-cars, but still a lot of pre-WWII-vehicles existed.
